NDHFA Executive Director set to retire on June 13, 2025

As North Dakota Housing Finance Agency’s (NDHFA) executive director, Dave Flohr was charged with overseeing all aspects of the agency. He was a tireless advocate for affordable housing to meet the state’s critical needs. He was instrumental in developing and implementing strategic plans and providing program direction for the agency.

Under Flohr’s leadership, NDHFA has made significant strides in improving access to affordable housing. Through his guidance, NDHFA has expanded its impact and fostered collaborations that have helped thousands of individuals and families across North Dakota.

Flohr was appointed executive director on May 1, 2020, by the Industrial Commission of North Dakota, that included Governor Doug Burgum as chair, Agriculture Commissioner Doug Goehring and Attorney General Wayne Stenehjem.

Prior to his appointment, Flohr served as NDHFA’s homeownership division director for 14 years. During his tenure, he administered the agency’s homeownership programs helping North Dakotans, primarily first-time buyers, become successful homeowners by offering homebuyer education, down payment and closing cost assistance, and affordable mortgage loans. Flohr made his career with NDHFA. He started in 1984 in the Jamestown field office within the Housing Assistance Program division of the agency.

Flohr will be honored by the Industrial Commission, the Housing Finance Agency’s Advisory Board and staff, colleagues, family and friends with an open house at the Bismarck office, 2624 Vermont Ave, on Thursday, June 12 from 3:00 p.m. to 4:30 p.m. The event is open to the public.
