Application Period Open for Affordable Housing Development and Assistance Programs

BISMARCK, ND – North Dakota Housing Finance Agency (NDHFA) is currently accepting applications for programs that support affordable rental housing development and provide homeownership and rental assistance for low-income households.

“These programs aim to strengthen communities by addressing a number of housing challenges,” said Dave Flohr, NDHFA executive director. Increasing the availability of homes for low-wage workers, those who are aging or have disabilities, and those experiencing or at risk of experiencing homelessness will not only be a service to those individuals and families but will allow for community growth as well.”

NDHFA is accepting applications for four housing programs: the federally funded HOME Investment Partnerships (HOME), Low Income Housing Tax Credit (LIHTC), and the National Housing Trust Fund (HTF), and the state-funded Housing Incentive Fund (HIF).

In North Dakota, HOME supports housing production and funds homeownership and rental assistance programs with approximately $2.6 million available.

LIHTC encourages private sector investment in affordable housing through tax incentives. Property owners receive the credits for up to 10 years based on their capital investment and a project’s level of commitment to low-income tenancy. Credits of approximately $3.1 million are available.

The HTF’s purpose is to increase and preserve the supply of housing for extremely low-income households, including individuals and families experiencing homelessness, and has approximately $2.8 million available.

HIF provides support in developing multifamily units for low- to moderate-wage workers, the state’s aging population, individuals with disabilities, and persons at-risk of homelessness. During the most recent legislative session, NDHFA received $12.5 million for project financing.

The application process for the programs is competitive with the top-scoring projects awarded conditional commitments from NDHFA. Applicants must provide evidence that there is a need for the proposed project or program, and that the costs are reasonable. The application deadline is 5 p.m., CDT on Sept. 30, 2023.
