Federal Stimulus Legislation Through the American Recovery and Reinvestment Act of 2009, the North Dakota Housing Finance Agency (NDHFA) will receive funds to support its Low Income Housing Tax Credit program. Tax Credit Exchange Program (TCEP) - allows the NDHFA to convert the credits to cash if an applicant is unable to find a purchaser for the credits. Tax Credit Assistance Program (TCAP) - funds can only be used as additional financing for projects that were awarded Housing Credits under IRS Section 42(h) during fiscal years 2007, 2008 and 2009.
